Private Organizations are self-sustaining, special interest groups set
up by people acting exclusively outside the scope of any official
capacity as officers, employees or agents of the federal government.
They operate on Air Force installations with the written consent of the
installation Commander. (AFI 34-223 Section A.1.)
Private Organizations are not Federal entities and are not to be treated
as such. Accordingly, they are not NAF instrumentalities (NAFIs) as
defined in AFI 34-201, Use of Nonappropriated Funds, nor are they
entitled to the sovereign immunities and privileges given to NAFIs or
the Air Force. (AFI 34-223 Section A.1. 1.1)
Unofficial activities/organizations are small groups that are not
required to be formally established as Private Organization because
their current assets (including cash, investments, inventory and
receivables) do not exceed a monthly average of $1,000 over a three
month period. (AFI 34-223 Section 2. 2.2.)
Procedure for Requesting
On/Off-Base Fund-raisers
(Private Organizations and Unofficial Activities)
Each Fundraising request must be submitted on a request form (attachment
1, Fundraising Form). In accomplishing the form note the following:
1. If the event will include food, secure the approval of Public Health
(attachment 2, Food Application Form), otherwise disregard.
2. If the event will be held within the Commissary/AAFES premises (to
include the parking area), secure the approval of the Commissary and/or
AAFES manager (signature block provided on the fund
raising form); otherwise write N/A (not applicable).
3. If the event requires the use of an FSS facility (i.e. bowling
alley, golf course etc.), secure written approval of the activity
manager.
4. Read the guidelines on The Use of Government-Provided Email
and initial the checklist (attachment 3a and 3b).
5. If you are an Unofficial Activity, you are required to provide bank
statements covering the previous six months. If you are a Private
Organization, you are required to attach the latest review of your
constitution and by-laws.
In summary, the
complete fundraising request packet will include the following:
a.
Fundraising Form
b.
Food Application Form (if applicable)
c.
Written approval from the activity manager (FSS, AAFES, or Commissary),
if applicable.
d.
Checklist on the use of government provided email (required)
e.
Bank Statements for six months (Unofficial Activity) or Constitution and
by-laws (Private Organization).
Fund-raising requests must be submitted two weeks prior to the proposed
event.
Submit completed forms to 366 FSS/CCS at 366 Gunfighter Ave. Bldg.
512/Suite 451. The 366 FSS is not responsible for lost or delayed
requests not coursed through the 366 FSS/CCS.
Please Note: You may NOT advertise or proceed with
fund-raising efforts without the approved fundraising package.
